China's Ministry of Culture and Tourism issued a new five-year tourism development plan on July 8, highlighting cities and tourism destinations in Fujian province featured in sections covering tourism city development, marine tourism, and inbound travel.
Under the plan's layout for tourism cities and featured destinations, Fuzhou was designated as a tourism hub city, Xiamen as a key tourism city, and Wuyi Mountain as a featured tourism destination.

The plan also outlines measures to expand marine tourism by leveraging coastal cities, bays, ports and islands. It calls for improving tourism and leisure functions in regions including the west coast of the Taiwan Strait and enhancing the marine tourism development of Fujian's Meizhou Island and Gulangyu Island. It also supports the development of cruise ports such as the one in Xiamen.

In its inbound tourism promotion plan, the document calls for cultivating key inbound tourism cities and building major inbound tourism networks with cities including Xiamen and Quanzhou as supporting hubs.
The plan sets goals for 2030, aiming to establish a more complete modern tourism system and strengthen tourism's role in expanding domestic demand, creating jobs, and stimulating market activity. It also calls for developing new growth drivers through smart, green, and integrated tourism development, while improving public services, expanding high-quality tourism offerings, promoting international exchanges, and strengthening industry governance.
