Income & Consumption

In 2016, the per capita disposable income of urban residents and rural residents in Fujian reached RMB 36,014 and RMB 14,999 respectively, registering a year-on-year increase of 8.2% and 8.7%. As the income of rural residents has been growing faster than that of the urban residents for six consecutive years, the urban-rural income disparity was lowered from 2.92:1 in 2010 to 2.4:1 in 2016, a clear sign of shrinking urban-rural income gap. Income growth boosts household consumption. The per capita urban and rural consumption was RMB 25,006 and RMB 12,911 respectively in 2016, up by 6.3% and 7.9%. Areas stimulating spending keep emerging. And consumption patterns have been upgraded. Spending on traditional consumer goods such as food and clothing accounts less in household income while more money are spent on recreation, tourism, culture, education, entertainment, health care, information and other modern demands.

Health Care

Fujian’s health care service has been significantly improved. Up to the end of 2015, a total of 65 Level-III hospitals have been established. Every multi-district city has one or more Level-III Class A comprehensive hospital (the best in China’s classification of hospitals). We have ensured that every township has a hospital, every community a health care service center, and every administrative village a clinic. Better public health services are available. By the end of 2015, the health histories of 33.75 million urban dwellers are kept on record. The rate of vaccination for eligible children topped 95%. Traditional Chinese medicine (TCM) plays a more prominent role. A total of 40 national TCM specialist clinics have been established, 10 of which are included in the national key TCM clinical program. In addition, there are 61 provincial TCM specialist clinics as well as 126 at grassroots level. Internet plus health care will be developed, achieving connectivity of all the health information platforms at national, provincial, municipal, and county levels.

Social Security

We devote great effort to improving social security, spreading the net of security as much as possible and to combining the basic pension plans for urban and rural residents. Fujian is the first in China to carry out the serious disease insurance scheme. The pension and medical insurance system is open to the public and covers every resident. The reform of medical insurance payment is in steady progress. Insurance for unemployment, occupational injury, and maternity are provided to all working people. The unemployment insurance money will go up in line with the rise of price. An insurance system for occupational injury combining prevention, compensation and rehabilitation is put in place. Social security benefits increase steadily, while better services are accessible to more senior people. Serious disease insurance is provided to all urban and rural residents. And measures are formulated to institute and improve such effort. The insurance covered 50% of the cost for serious disease treatment in 2015.

Public Cultural Services

The goal has been basically achieved that counties have museums, libraries and cultural centers, townships have multifunctional cultural stations, and villages have cultural activity rooms and reading rooms. All these facilities are open for free to the public. Among them, 77 libraries, 80 cultural centers, 491 multifunctional cultural stations and 31 museums meet the national standard. The project of extending radio and television coverage to every village in the 12th Five-Year Plan was completed 3 years ahead of schedule. Every year, more movies are shown than the target set by the movie screening program for rural areas. Digital cinemas are built in 56 counties (county-level cities or districts). A public cultural facility network spanning from the province to cities, counties, towns and villages has taken shape and will continue to be improved.
